They say it's a cold, cruel world out there, and getting caught in a winter blizzard is a literal example. This book review from the same issue tells of how the U.S. government has planned, since the early days of the Cold War, emergency shelters for the "high-command" to bug out to in the case of a nationwide catastrophe, such as from a nuclear strike or a natural, wide-spread disaster.
